| Jan 27, 1998 | RESPONSE FROM REPRESENTATIVE LYNCH |
9 1/2 Schantz Street Warren, Pennsylvania 16365 Dear Gary, Thank you for your recent letter explaining your involvement in legal proceedings. Although I regret the circumstances prompting you to write to me, I am glad to hear from you. Your legal situation appears to be a sensitive matter, and I appreciate you asking for my assistance in it; however, I do not have the power or the authority to call for a federal investigation. I recommend that you contact Congressman John Peterson at (814) 726-3910 to discuss this matter. I noted that you have already sent a letter to him. If it is possible, he would have the capability to honor your request concerning this federal issue. Thank you again for writing to me.

| May 4, 1998 | RESPONSE BY DOJ TO SANTORUM |
|
Office of the Assistant Attorney General
Washington, D.C. 20530
  May 4, 1998
The Honorable Rick Santorum
Dear Senator Santorum,
Your letter to Ms. Sheila Anthony, Office of Legislative Affairs, on behalf of your constituent, Gary D. Lauffenberger, has been forwarded to the Criminal Division for a response.
In
his letter Mr. Lauffenberger requests that a federal investigation be conducted into matters raised by three cases which appear to be in current litigation in state court. Other than providing the names of two of the cases and noting that he is a party in the third case, Mr. Lauffenberger provides no information that would enable us to evaluate whether federal action is warranted. His letter references an attached opinion and order and a
website address as sources for facts about his claims. Unfortunately, the referenced order was not attached to the letter we received, the website address was invalid, and our independent research efforts were unproductive. As a result, we lack sufficient facts upon which to review his claims.
Should Mr. Lauffenberger have information indicating that a federal crime has been committed, he should provide it to the local office of the
Federal Bureau of Investigation for whatever further action may be appropriate.
We hope this information is helpful. If we can be of further assistance, please do not hesitate to contact us.

Dear Mr. Lauffenberger,
Reference is made to
your July 13, 1998 letter to the Erie Resident Agency of the Pittsburgh Division of the Federal Bureau of Investigation (FBI).
Your letter was referred to me for a response.
The Pittsburgh Division of the FBI received and carefully reviewed the referenced correspondence. It was found that the facts as related in your letter do not give rise to the level of a violation of any criminal law which is investigated by the FBI. Accordingly, the FBI is precluded from becoming involved in the matters you raised at this time.
