Dear Mr. Lauffenberger,

     Reference is made to your July 13, 1998 letter to the Erie Resident Agency of the Pittsburgh Division of the Federal Bureau of Investigation (FBI).

     Your letter was referred to me for a response.

     The Pittsburgh Division of the FBI received and carefully reviewed the referenced correspondence. It was found that the facts as related in your letter do not give rise to the level of a violation of any criminal law which is investigated by the FBI. Accordingly, the FBI is precluded from becoming involved in the matters you raised at this time.
